The only discrepancy is Portuguese: the Rockstar Store says "Portuguese (Brazil)", while Xbox Store marks Portugal. We go with Rockstar's wording.
What English-only voice acting means for you
If English is your first language, you lose nothing: every line in cutscenes, missions and car conversations is recorded in English for all regions. Radio hosts, podcasts and street chatter are part of that same recording, so you hear the game exactly as Rockstar made it.
English subtitles are worth keeping on anyway. A lot of the dialogue happens while you drive, often over music or radio, and subtitles help you catch it. Rockstar has not named the voice actors for Jason and Lucia; the names going around online come from fan comparisons.
Will there be dubbing
No. The characters speak English in every region, as in Rockstar's previous games. Players in other countries read the dialogue in cutscenes and cars through subtitles, which is why the choice of subtitle language matters for anyone less comfortable with English.
